System and Change in Industrial Relations Analysis

As a student of industrial relations, I am often bombarded with conflicting theories and reasons for the emergence and importance of this field. Edmond Heery outlines and analyses the justaposition of two different views of modeling this vast and often debated area of industrial relations. His article looks at two types of model building in IR. First, the traditional model of systems-thinking set forth by John Dunlop, one of the pioneers of IR theory. Introduced in 1958, Dunlop’s system theory of IR tries to provide tools to understand the widest possible range of IR activities and explains why particular rules are established in particular contexts. Dunlop argues that IR can be studied as an independent field in an industrial society (much like economics). The systems theory makes use of four related elements: Actors- workers and their institutions, management, government institutions; Contexts- technical characteristics of workplace, budgetary constraints, locus and distribution of power in society; Rules- procedural and substantive; Functional ideology- integration, ie. IR regulates conflict by playing by the rules. The relationship between these elements is twofold- not only does the IR context influence the IR actors and the rules they creat, the actors’ shared acceptance of the common idealogy (the IR game played by the rules) helps bind the system as a whole. Heery goes on to outline several criticisms of Dunl op’s rather classic and still widely studied systems theory. A starting criticism of the systems theory is that it views IR as an independent field with an inherent theory. Critics want to push back this boundary and argue that IR was and is deeply connected with and determined by economics, politics, social, domestic, and familial relationships of the time and place in history. Another criticism is that Dunlop has over simplified his description of actors. For example, critics argue that actors’ roles are often changing with new business environments and the emergence of new actors- such as customers and community. Critics also argue that actors make different strategic choices at different levels (eg. Kochan’s model), but Dunlop’s model does not take his into account. The model places a lot of emphasis on roles as opposed to people, thus ignoring behavioural aspects like human motivations and preferences. Other criticisms of Dunlop go on to disagree with his premise that the function of IR is ideological- to regulate conflict and integrate actors. These criticisms range from those who argue that the ideology within IR is not integ rative, but rather reconciliatory (reconcile with the dominant ideology), to those who argue that the ideology in IR is to delegitimize all actors except for workers (thus undermining employers’ authority). Others also argue that IR is non-ideological and unstable, thanks to rapid modernization and high competition. The most loudly uttered criticism of all is that the systems theory does not explain change in the field. This leads to Heery’s second type of IR model building- the models of change. This type of model has a historical perspective and looks at how change occurs in IR over time. The models also examine the pattern of change and whether it is cyclical or directional, gradual, or catastrophic, and its origin- endogenous (from within the employment relationship) or exogenous (from the wider economy and society). Heery looks at six different types of change models that are broadly divided into exogenous and endogenous. Both exogenous and endogenous models have two subdivisions each of directional (gradual and disjunctive) and cyclical change. In the exogenous-gradual model, IR change occurs due to gradual, cumulative change that is driven by forces beyond the employment control. An example is globalization. In the exogenous-disjunctive model, episodes of change are interspersed with periods of stability. The change itself is triggered into the employment relationship by some external event, like a war. In the exogenous-cyclical model, change follows a repeating cycle of decline and renewal as IR adapts to cyclical pressures in the external environment, such as election pressures and the economy. In the endogenous-cyclical model, change occurs because of the competing drives of the actors. For example, IR is said to be both adversarial (due to the competing interests) and cooperative (due to interdependence of the parties). Thus IR will oscillate between adversarial and cooperative mindsets depending on the context as the limitations of each approach become apparent to both management and workers. In the endogenous-disjunctive model, change occurs as a result of strategic choices of the actors within the employment relations. For example, as a result of unions’ traditional marginalization of women’s and minorities’ issues, there has been an increased mobilization of women and minorities within unions. In the endogenous-gradual model, change is gradually driven by forces internal to IR. This model stresses the maturing of IR institutions over time, as they become more complex and start to pursue differentiated goals- this is a model of union revitalization as a result of knowledge transfer and networking within the labour movement. Heery’s review of the two types of models of looking at IR is comprehensive in looking at the criticism of the systems theory, but does not analyze the change models with the same depth. As a relatively new student in the field, I would have benefitted from a more detailed description of the change model before dwelling into its critique. However, I felt that Heery’s description of the change models was very streamlined and organized in a logical manner. I found his inclusion of a short discussion on the ‘new actors’ that have interests in IR, such as consumers or identity groups particularly interesting and worth considering. In the end, I do agree with Heery, and think that IR is a dynamic and complex field and it is certainly useful to have more than one perspective of studying and thinking about how these relationships are formed, changed, and managed.

Angelou uses very simple and unsophisticated wording to convey a deep message: that identity and sexuality are not all about the aspects of a woman that she has no control over (her looks) but also about what she feels, and chooses to feel, and in how she chooses to convey her feelings. One can truly be phenomenal if one believes herself to be. The poem does not only apply to women but transcends gender, race, and social status. Angelou’s message is universal, one that touches on the very basic fabric humanity: A person’s worth is not something that is ought to be dictated by society’s standards. The poem makes me love the body I’m blessed with, asserts my identity, affirms my sexuality, and paves the way to a deeper understanding of myself. A woman need not have Barbie’s vital statistics or a perfect bone structure—it’s good to have these characteristics but a â€Å"real† woman is more. Those traits that men â€Å"can’t touch†Ã¢â‚¬â€a woman’s â€Å"inner mystery†Ã¢â‚¬â€however unfathomable, truly makes us special and unique. â€Å"Phenomenal Woman† is a reminder of our power to control our own outlook. We are not mere slaves to circumstance, but participants in the game of life. And the most important thing is—to love myself unconditionally, because I’m a woman. Phenomenally. Phenomenal woman. The basic parts of signs are hand shapes, location, movement, palm orientation and non-manual signals. Many people think of sign languages as a language of the hands but the research in linguistics revealed that sign language includes not only one or both hands, but also the different parts of the trunk, arms, neck, head and face. Hand shape, movement and number of hands used may be grouped together. A sign language follows many groups of rules. The parts of signs and their meanings, whole, signs, and the grammar of sentences are separate rules. Several words are put together to form a sentence, and the exchange of these sentence forms a dialogue. Examples of dialogue are conversations, stories, humor and poetry. When a sign is produced by itself, it may look different from when it is actually used in a conference. The important part of the sign language is the connection between two or more conversing people. Social factors are important in studying signs during the conference. It is because the sign language is not only for relaying messages but also for social interaction. The sign used for a word is influenced by one’s emotions. For example, the word â€Å"sorry† is signed in just one way, but when added with emotions, it could have different meanings. The signs are shown to the complexity of their grammatical function. In spoken languages, words act certainly according to their grammatical class.  In sign languages, signs may function differently depending on the sentence structure, and context of the conference. So, it is common for a single sign to shift functions as a noun, verb, or adjective in different sentences, conversations or contexts. Since sign languages are not written systems, the use of words came from a written language and the grammatical function of the sign must carefully avoid being perplexed. For example, a word for a sign that can be a noun in English, but the sign itself can function as a noun or adjective. In Grammar classes, there are the same kinds of grammatical groups are getting into sign language. In ASL, there are different classes of verbs that have been described. The verbs may include different kinds of information such as: where the action takes place, or who does the action (subject) and who receives the action (object). It can be same to some sign couples in FSL. Examples of these noun-verb/adjective couples in FSL are LOW-BATTERY, BATTERY-FULL. Sign languages are different from spoken languages or written. A sign may be used as a noun, adjective or verb that depends on the sentence. Sometimes, a single sign can already be similar a share of a sentence or even a whole sentence. For example, the single sign â€Å"observe† may already mean, I observe her carefully. There are classifiers in the traditional signs appearing in FSL. These can be easy classifier hand shapes to understand classifier predicates. The classifiers observed in FSL also have classifier hand shapes and movement roots like those described in ASL and BSL. An example is the sign LRT/MRT. The classifier hand shape is the whole object type the hand shape looks like the rail transit car. The movement of the classifier is a process movement root. The LRT/MRT moves forward. The straightforward movement of the hand represents the forward action of the LRT/MRT. In Nouns, the signs included in a group have always been noted in a dialogue as nouns. The traditional signs included food, events, places, persons and various objects. Report on end-of-life care provision Task: Think of a service/programme, which you believe could improve the quality of end-of-life care provision and write a report to management, in an attempt to persuade them to implement this service/programme. This report should include a description of the service, the rationale for its implementation and the perceived challenges. It would also be beneficial to show an awareness of any possible limitations of this service/programme and measures to minimize these. To the management, A way to improve the end-of-life care within our health care system would be by implementing the Gold Standards Framework. This framework was developed in 2000 by Dr Keri Thomas; a general practioner with a special interest in Palliative Care. I am writing in order to ask for the implementation of the Gold Standard Framework within our hospitals. The main purpose of this Gold Standard Framework is to provide training to us healthcare professionals and staff in order to enable â€Å"a gold standard of care for all people in the last years of life†. This is a systematic, evidence based way in optimizing patient care nearing end of life provided by healthcare professionals and healthcare workers. One must also state that according to the Department of Healths End of life Care Strategy (2008) they state that all organisations providing end of life care are expected to adopt a coordinated process such as the Gold Standards Framework. This framework also improves the coordination of care between nurses and members of the multi-disciplinary team. This framework focuses on seven key tasks mainly; communication, co-ordination, control of symptoms, continuity, continued learning, carer support and care of the dying. In order for this framework to be implemented successfully one must also evaluate current practice and identify the changes required. One must also identify the eligible patients undergoing palliative care and are at an end of life stage. Health care team meetings must also be organized within the multidisciplinary team. The Gold Standard Framework also aims at identifying and assessing symptoms at an earlier stage. This could be a possible limitation as it might not always be possible to anticipate which patients are during their last year of life. This could be easily tackled by using the prognostic screening tool provided with the Gold Standard Framework and with the help of monthly multi-disciplinary t eam meetings. Callaghan, Laking, Frey, Robinson Gott (2014) identified in their cross sectional study that the prognostic tools assist in identifying patients at an early stage whom would benefit from the Gold Standard Framework . This is a result of monthly discussions that would take place within the multidisciplinary team. Early identification allows enough time for healthcare professionals to determine patients wishes and prepare the patient and the relatives. The healthcare workers would also have enough time to adequately refer these patients accordingly such as palliative care services when needed. In their study conducted results showed the screening guides used would be the first step in implementing and identifying means by which we address patients’ needs. The authors also add that by these prognostic tools one will be able to also identify future anticipated patients whom would benefit from these services. Patients at an end-of-life stage have acknowledged five main goals for improved quality of care; to avoid prolonging dying, reduce the pressure on their families, to maintain relationships with relatives and loved ones and adequate pain and symptom management. Death and dying is a natural process of life but nowadays it is being seen as something to fear. Due to medical and technological advancements these have aided in prolonging life, which has urged many families to delay death and dying of their loved ones. This is a result of families wanting to spend time with their loved ones, this may also result in a far more traumatic event as false hope may be portrayed that life can be maintained. Technological advancements have made it more difficult for the persons implicated. However patients wishes and the caregivers wishes may not always be the same, therefore the implementation of the Gold Standard Framework will aide in supporting family members. Through early identification of the se patients, their wishes and goals would be planned into action and communicated with caregivers. Furthermore this framework will allow patients within the community to die where they would wish. This would make the experience less traumatic for family members as they would have been prepared and reduce the risk of creating false hope. The Gold Standard Framework provides quality improvement training and programmes to healthcare professionals in order to be able to provide gold standard care. This framework also provides tools and measures for support to healthcare professionals; the framework aims to provide on-going assessment to patients, good communication, the ability to improve quality of life and dying with dignity. It is known that a number of admissions to the acute hospital are due to dying patients, with the gold standard model this number is reduced with the help of earlier identification of these patients which would result in reduced hospital admissions. Patients would be identified at an earlier stage and the appropriate care and support would be provided to the patients and family, furthermore these patients would be followed up by community care services as part of the Gold Standard Framework. This framework will also aim to improve the coordination of care by providing better communication and cross-boundary care. As a result of successful completion and implementation of the gold standard model one would also perceive improved skills provided by healthcare professionals and improved confidence in providing care. This would also generate a better improved patient satisfaction throughout. Furthermore the Gold Standard Framework will reduce hospitalization and therefore reduce the cost associated. The Gold Standards Framework would also enable patients to feel secure and supported by planning care ahead. Family and patients would also feel empowered through the increase in communication and through working together with the patient. Support would be provided through the process, healthcare workers would be able to refer patients accordingly to community care services such as respite care, provisions of equipment and practical assistance. Relatives would also be followed thr ough bereavement support, one would have to plan ahead and form a protocol in dealing with relatives and helping them through the bereavement process. This is also stated by Payne (1999) where it is outlined that meeting carers’ needs would be an essential part, providing information, practical help and emotional support would result in a better patient outcome. I believe that with the implementation of this framework one would perceive some challenges and limitations but these can be identified at an early stage. One might find resistance from healthcare professionals to attend the training and meetings required in order to attain the Gold Standard Framework but these can be eliminated as there are various pathways in which one can receive the training. This could be easily negotiated between staff members in order to find the adequate time and place for training and multi-disciplinary meetings. Challenges that might also be associated with this framework may be the increased workload associated with this framework, as a result adequate support services are to be provided. It would also be vital to divide administrative work between co-workers; as a result this would also encourage their participation in professional development activities and within the framework itself. Furthermore the framework should be adjusted to our local services an d requirements; as a result improvements should be done accordingly. The patients informal carers must also be included within this framework, it is vital that they as well are taught and informed. Patients informal carers should also be empowered and assisted at home by Hospice services and community care nurses. These carers must also be trained and educated in what they should expect when their loved ones are dying and what they can do in order to allow the patients to die with dignity. The Gold Standard Framework also allows Advanced Care Planning which also allows the patients to inform care givers what is important to them, their spiritual needs or something they might need to do in order to allow and enable them to die with dignity. Implementing this framework will ensure the best possible care in the final days by anticipating the patients needs and providing the support and coping mechanisms required by the family. As a healthcare professional, the care of a dying patient is never easy and always proves as a challenging experience to all parties involved. However, implementation of the Gold Standard Framework aims at providing the best possible care to all individuals involved within the death of a dying patient. This framework will improve the quality of end-of-life care provided within our community and aiding other services presently provided by Hospice and MMDNA.
